Child Development Services (CDS)
The Child Development Services (CDS) system is an Intermediate Educational Unit that provides both Early Intervention (birth – two years) and Free Appropriate Public Education (FAPE for ages three – five years) under the supervision of the Maine Department of Education. The CDS system ensures the provisions of Special Education Rules – Federal and State Regulations statewide through a contractual or grant relationship between the Department of Education and each regional site.
- Provides case management and direct instruction for children birth through age five and their families.
- Conducts ChildFind (the process of identifying children with disabilities) screenings and evaluations for children birth through age five.
- Identifies eligible children through Part C or Part B and secure local service access for services.
- Provides Early Intervention and Special Education programming in the following areas:
- Physical Gross/Fine motor skills
- Cognitive
- Communication (Speech and Language)
- Social/Emotional
- Adaptive

Maine Department of Education
Office of Special Services
The Office of Special Services provides oversight and support for the delivery of early intervention services to eligible children age birth to under age three and their families and of a free, appropriate public education to eligible children age three to twenty with disabilities. (05-071 Chapter 101, Maine unified Special Education Regulation). The Office of Special Services is also responsible for ensuring fulfillment of the State’s responsibilities under the federal Individuals with Disabilities Education Act (IDEA), (20 United States Code, Section 1400 et seq., as amended).
The Office of Special Services also works to ensure that:
- the rights of children with disabilities and parents of such children are protected
- educators and parents have the necessary tools to improve educational results for children with disabilities by supporting systemic-change activities
- research and personnel preparation are coordinated
- technical assistance, dissemination, and support are coordinated
- technology development and media services are supported

Department of Health and Human Services (DHHS)
The purpose of the DHHS is to provide integrated health and human services to the people of Maine to assist individuals in meeting their needs, while respecting the rights and preferences of the individual and family, within available resources. DHHS is responsible for overseeing many of the state’s programs for children, families and adults. This includes the Office of Child and Family Services (OCFS), which serves Maine’s children and their families through the Divisions of Child Welfare, Children’s Behavioral Health, Early Childhood, and Public Service Management. Office of Child and Family Services (OCFS)
The Office of Child and Family Services serves Maine’s children and their families through the Divisions of Child Welfare, Children’s Behavioral Health, Early Childhood, and Public Service Management.
Child Welfare seeks safety, well-being and permanent homes for children, working with professionalism and respecting the dignity of all families. Child abuse reports are investigated on behalf of Maine communities, working to keep children safe and to guide families in creating safe homes for children.
Children’s Behavioral Health Services (CBHS)
CBHS is the authority in Maine regarding behavioral health treatment and services for children from birth up to their 21st birthday. CBHS provides leadership in the development and oversight of the system of care of these services, ensuring contractual compliance and quality improvement. CBHS provides information and assistance with referrals for children and youth with developmental disabilities/delays, intellectual disability (mental retardation), Autism Spectrum Disorders, and mental health disorders.
Early Childhood is responsible for child care and Head Start programs, coordination of child care licensing, technical assistance, training and employer incentives.

On August 30, 2012, the Office of Substance Abuse and the Office of Adult Mental Health Services were combined to form OSAMHS.
The Maine Office of Substance Abuse is the single state administrative authority responsible for the planning, development, implementation, regulation, and evaluation of substance abuse services. The Office provides leadership in substance abuse prevention, intervention, and treatment. Its goal is to enhance the health and safety of Maine citizens through the reduction of the overall impact of substance use, abuse, and dependency.

SAMHS Adult Mental Health Services (AMHS) is the designated State Public Mental Health Authority for adults. A primary responsibility of the AMHS is to develop and maintain a comprehensive system of mental health services and supports for persons age 18 and older with severe and persistent mental illness.
